Console or Controller Problem?

I'm hoping I can find someone who can help me figure this out. I'm having a problem with my 360 and my controllers. I have two controllers and when I cut them on the green lights continue to flash, the console says it's connected because the first and second quadrant lights up, but the controller lights continue to flash. None of the buttons will work except for the guide button, but if I hold the guide button the option to disconnect the controller won't pop up and even when the guide pops up I can't move anything because none of the other buttons will work. Can someone please help me with this
