Xbox 360s aren't selling as much as Microsoft hoped either. Their shipping targets went from 15 million to 13 million all the way down to 12 million for this quarter. They need to sell the ones in stores before they ship more. This time of the year is just slow for gamers. Things will start back up again in March and April. Then another slow period will start and so on. It's a contiuous cycle of ups and downs.

Actually, that's just an exageration, Nintendo dosen't make nearly as many games as they used to, most games on their system are 2nd party now.
