there is a surprising lack of hype around horizon. i think it looks great. if i ever get a PS4 this will be high up on my list of to get games...probably. unless the execution turns out to be pants. but its got some interesting ideas there. i just hope the execution is good. even sony dont seem to be really talking about it much.
in terms of sales i think zelda will take it though. its basically the only major game on a new gaming device and zelda games tend to sell well. even the less hyped ones do well.
in terms of the quality of the game. what zelda will do will be executed pretty much to a higher standard than anything else on the market. functionally everything is point to it working very very well. really polished. but it could be a bit too mechanical also. it could end up just doing a few things really really well.
horizon could surprise in the variety of things it tries to do. my main concern there is that guerilla dont have a great track record in the game quality department. they certainly know how to make hardware sing. they made the best looking vita game (and its a great looking game too) and killzone 2 and 3 certainly made the PS3 work up a sweat. but their nuts and bolts game mechanics are sloppy and the last killzone was considered to be very meh. they tend to be too technology driven and that can sting.
horizon is a bit of a dark horse for me for 2017. a lot stacked against it. a developer with a solid, but not a spectacualr, track record. a much more complicated proposition than killzone.
but if i was a betting man i would put my money down on zelda of course. but here hoping for 2 spectacualar games though.
