Probably because they were included in GT PSP and Sony said that the cars from the portable game could be transfered over to GT5. Besides, it's not like all 800 look terrible, there's many that actually look pretty good.

They'd look good on the PS2 and Xbox, but how could you mix such poor cars with the premiums? Is this a trick question? I though you played the game. Should probably be obvious how they did it. :P
Seriously, what else were they to do? Not inlcude the cars and remove one of the big incentives for GT PSP? It's not like they could wave a wand and turn them all into premiums. And despite what some here claim, they don't have unlimited time or funds.
Besides, at least they were included and are available as an option to drive. (To borrow an excuse for Forza 2 & 3's horrible damage models.)
No excuse for incluiding PSP cars. To answer your question, no they shouldn't have included them. They're an eye sore with the premium models on the same track. The premiums were more immersive and I barely drove any of the standards because I felt I was playing a PS2 game.
Compared to this!
