My vote goes to Kane & Lynch: Dead Men.
Games don't have to look like cartoons to have good art direction. The contrasts, both between the lighting and the colors, how everything blends together in a coherent fashion. The little details and how things pop out, yet remain noninvasive. It can look really clean and distinct. Reminiscent of actual artwork.
Postprocessing effects are awesome too.

It's also the most underappreciated JRPG ever. I don't understand the hate it gets. Game Informer was the only place to give it some props.

Same here, sure the story wasn't the most original but it was very enjoyable to play.
Indeed. I liked the characters, environments, and gameplay. Plus, the Deep Purple boss music was hilarious.

I liked it. The draw distance is crazy in that game.
I don't own the game, but I played the demo and I think that DBZ burst limit's art is the best this gen.

I hate to be Captain Bringdown but... quality of art styIe is based on subjective preferences and quality of technical graphics is based on objective proficiency. It is absolutely impossible to determine "the best" artistic game.
The two most artistically beautiful games I have seen so far this generation are Odin Sphere and Persona 3.

Art direction can be compared to other works in a similar category. For example, dysotpian/post-apocalyptic settings can be compared. If one piece excites the thematic elements better than the other one, then that may considered "better". The thing is, when comparing video games, most people turn art direction into "who has the prettier texture".
So yeah, things like STALKER, Half Life 2, and Gears of War can be compared. Comparing Viva Pinata to Bioshock however, is nigh impossible.

I don't see what was so impressive about Team Fortress 2. The cel-shading was put to much better use in Wind Waker, and it doesn't really stand out and make me say, "Wow, what a wonderful artistic direction the developers took!"
