Why not?The Super Mario Galaxy is the best looking game on the Wii.It is a 3D mario game not just a simply 2D mario game.
What's the core issue here? Having the third dimension at all, or the more playful presentation instead of the epic direction taken by Galaxy?
The core issue here is that, in comparison to NSMB, Galaxy is slow and lax. The fast, pixel-perfect twitch platforming simply cannot be done anywhere near as well in 3d (hence why NSMB lacks online, as well. The lag would kill it.), where measuring accurate jumps is far, far harder than in 2d. This added speed and accuracy also allows the stages to be far more busy than those in Galaxy. Making the game in 2d isn't laziness, it is a deliberate design choice for offering a different kind of gameplay.
Also, NSMB's core idea is simply having fun with friends, so the grand orchestration and space themes would probably feel a bit out of place amidst the chaos of a 4-man Mario session. Therefore, a more playful art direction and musical score that suit the chaos better.
It doesn't matter if the game cost more or less than Galaxy or Kameo to make, what you need to ask yourself is: Will I have as much fun playing this as I had playing Galaxy, and/or will that fun last as long or longer than Galaxy. If one or both responses are yes, then in all likelihood the game is worth it's price.
