Steam if all systems. If console only i'd have to say PS3 and PSP take the gold.
PSN can expand to be just like steam (and earlySteam was pretty much PSN as it is right now). Wifi and Live i can't really see expanding more. Take Microsfts failed GFWL (Games for Windows Live) for example, its so bad that the mouse icon isin't were the page shows it (example: you could have it on the sign in button but the program will reconize it on the exit button.), not to mention pc devs are avoiding it like the plague! Now this program is very similar to Xbox live (it used to have a subscription too!) and i find that xbox live dosen't have the room to expand as quickly as PSN.
Wifi would be alright but i think Nintendo wouldn't handle it right in the first view months (relasing patches that would fix things, but break others) but nintendo would survive it but would suffer greatly in the first year.
PSP has proven that handheld devices can use DD but i think it could be improved a little bit (maybe add an ethernet cable slot if no wireless network is around?). The DS would be ill equiped to fight sony on that front imo, but nintendo has proven resliliant in the handheld market too.
