So gentlemen, we had Killzone 3 vs Gears of war 3, but who do you find to be a better villain? In everything from story to characters and personalities.
Helghast-Or Locust
Helghast. The Locust think they'd be able to tunnel under a Helghast city just to find out...the Helghast are already waiting there with lighting-throwing guns.
And even IF the Locust could make it under one of the Helghast cities...the Higs would just nuke themselves to spit in the faces of the locust.
Also, Helghast Scout is cooler than anything the Locust has at it's disposal.

I don't know much about the locust but the Hellghast were inspired by the fascist regimes of World War 2 but hundreds of years in the future, they're mutated human beings, a different race entirely and proud and loyal to their totalitarian regime, so I'll go with them

I find the locust to be more... I don't know,I think that Epic did a better job creating the locust than Geurilla did making Helghast, it's as if the Locust are more fleshed out and are more of an actual threat because they are mysterious and not even remotely human. Helghast are cooler but Locust are just better IMOIm_single

The Helghast is a band of about 4 different costumed bandits while the Locust is more of species with different looking and acting members.
Gotta go with Locust, they seem more real.

Corrected myself. Apparently the Light-Mass bomb killed them all off. Cliffy B said this for his reasoning why they weren't in GeOW2 (course, this could just be rumor).
Locusts come under the ground, right? If I'm right, I go with them. Coming from under the ground is a pretty pimpin' entrance if I do say so myself.
The Helghast are effectively British Space Nazis. The Helghast are the better villains. :P
Seriously though, as AgentA-Mi6 said, the Helghast were inspired by the fascist regimes of the 20th century, only flung into the future. I personally find them to be far more intimidating than the Locust.

Also, the Helghast power their cities with a mineral ore that produces an obscene amount of energy with just a small fragment. To power down even a single city would mean having to find a way to get rid of the mineral, which the planet is made from.

the bats only attack without lights, if you played GoeW 1, they skys would be black covered in bats...welll im guessing they are bats.

Helghast are tricky future nazis, I would go with them since they have a plan and tactic and have a military system like ours where as the Locust just have stronger and stronger looking things
