I will be buying and playing both Halo 3 and SSBB if they are as good as they are looking to be(and if online play is as smooth as it should be on both).

A whole new campaign in Halo 3 and many MP-maps sounds like "new levels" to me. Forge, Saved Films and Xbox Live Coop sounds like new modes to me. Two new playable Campaign characters and custom armor in MP sounds like new characters to me.
