Rockstar Games has provided several comparisons in regards to the map size of the upcoming multiplatform title, GTA 5. According to a report from the Official Playstation Magazine on May 10, the latest installment of the Grand Theft Auto series is approximately three and a half times bigger than Red Dead Redemption. Moreover, the map size is also larger than both GTA 4 and GTA: San Andreas combined.

It's not the official map, so...

The city area of that map definitely looks smalelr than the city of GTA4...... 

We don't actually know how zoomed out the map is, you could get the same impression by looking at Just Cause 2 map

I wouldn't jump to conclussions just yet

Look at the streets, the map looks tiny....

Looks like there's a lot of nothing on the map. Hopefully there will be plenty of stuff out in the wilderness.

The top area looks quite sparse but I'm fairly certain that it will still be filled with stuff to do. I don't find the notion of an explorable ocean particularly exciting but I'm ready for Rockstar to make me think otherwise.

Some games might do that but Max Payne 3 had two discs and I installed it to the HDD, now only need the one disc in the drive to run the game. 

Fake it's simply a concept based off the little bit we've seen on the blueprint of the special editions. Like lamprey said part of the city isn't uncovered.

Nah its always cities surrounded by an infinite ocean with exception for Red dead redemption where in some case it was mountain, sometime an impossible to cross river and so on.
