Will Sony send you an E-mail if your account has been banned from PSN?

So my cousin cant log into his PSN account it says "You cannot use Playstation Network with this account. (8002A231)". Ive been suspended before and they sent me an email to notify me. But its been about a day and he hasnt received anything. This would be a first offense according to him. Think he's banned or what? thanks yall! :)
