Why are my downloaded videos such low quality?

I use PSP Max Manager Pro to download videos onto my PSP and all of the videos turn out to be very low quality whenever I play them back on my PSP. I convert the videos to maximum quality, but it doesn't change. Why is this an issue?

the source videos are crap then. Use PSPvideo9 for better quatlity videos when you convert. make sure your souce videos are in good quality.

I much prefer the converters that tell me what they are doing, as opposed to settings like "low-high". I usually convert using AVC at approx 400kbps video. I find that to be a good compromise between size and quality. As the other poster stated, this only makes a difference if you're converting a good quality movie. If it's low-res originally, converting isn't going to magically improve anything.
