PSP PSN Login Issue

Okay, so I recently started playing my PSP again (Stopped after beating KH:BbS), and remembered hearing about Sony giving out welcome back stuff or something due to PSN being down. So, I went to go log back on to the Playstation Store to see what I might maybe could get, and they said I needed a new password. So I followed the link they gave me (store.playstation.com/login.gvm) and it says the site is down for maintence.

First of all, are those welcome back programs still going on?

Second, is Sony just fixing that site, or is it down too?

Third, WTF?

yeah the store doesnt work, because you have to change your password. BUT the site where you change your password is down. LAME. Hopefully it's fixed by next week..... so annoying
