Is it illegal for me to download PS3 themes from online websites?

I want to download this theme, but is it illegal and will it get me banned.

Its only illegal if you are downloading Ps3 themes that actually cost on PSN and you end up downloading it for free of a warez site. Anything else, then no, its perfectly legal as its user generated content which is up for free distribution

As long as there's not a paid version of the exact same theme on the PSN, nope. It's perfectly legal.
