how do I turn on the upscaling option on the PS3?

I know you are supposed to go into DVD/BD upscalar settings, but once at the DVD upscale option, what do I select out of these three options :

Normal,
DOuble Scale
Fullscreen

I have a 19" HDTV that can go upto 1080i. But i would rather watchDVDs on 720p setting.
