When I first signed in onto my ps3, I don't see my friends on there, but when I log on to the playstation website I see my friends on there, but not on the ps3. How to fix this issue?

Sounds like a glitch on Sony's part. You could try resetting your PS3, resetting your router, or just waiting awhile. If it's still there in a few days, then contact Sony and see what's up.

Where I can reset the system? By turning it off and turn it back on?

That's usually how it works, I have the same issues this evening, try also disconnecting from your profile and logging back in.

Wait a day or two, could be Sony working out their friends list issues.

Yes,I actually meant restart the PS3, not resetting it. Sorry about that.

I had the same thing happen earlier, signed in and PSN friends were gone. Logged back in an hour or so later and now they're back, never had that happen before.

It works. Someone actually telled me that on Skype before you say this one. Thanks!
