Im wondering if there are any programs out there that will open up all ports and clear up router troubles that hinder download speeds.
I've heard of some program called DMZ but have not been able to find it.

Closed ports dont have anything to do with download speeds. Download speeds are more a factor of your internet connection, and the connection that your target server is using, as well as internet traffic congestion at the time of the download. Opening up ports will open up your computer to hackers.
You may be referring to a firewall program that protects your PC (I assume this from the term DMZ), but that will do nothing to improve your download speed. How are you connected to the internet? Have you tested using a connection testing site?

what "router troubles" are you referring to?
my guess is hes trying to use programs such as kazaa or bittorrent and cant get good speeds, or connections, and instead has read online that opening ports resolves these issues, however he doesnt have the computer knowledge to know exactly what this means or what he is doing.
