Bioshock has a great atmosphere. Definitely creepy. Scary though? Not really. Bioshock is designed to make you think, not scare the crap out of you.Penguinchowyeah i found what i saw and heard really disturbing but there weren't many jump moments. it was more like a phychological thriller.

It's not scary it's just too creepy for its own good. I hate how you would hear the screams of the splicers coming at you, but your gun wasn't strong enough to kill them in two shots, so you just had to wait till they got close then BAM hit them with a wrench.

This is an opinion. I for one do not find horror movies scary, at all, not even the slightest scare in any way shape or form... BUT, i wouldn't tell someone that they are not scary, they may be to some people, i know people who are scared by them.
Now, Bioshock does set a creepy mood, it has some jumpy moments and it does deliver a horrorish atmosphere. There is one part with some manaquiens which i found to be more "Scary" than anything in Dead space. I would say that no games are scary, but thats not to say there isn't an intent to be scary, and Bioshock does intend to have scary moments, even if you are personally not scared by entertainment, like me.
If my sister in law played games she would cry if she played Bioshock, she is scared of everything.

People tend to find different forms of horror scary. One person might find the Saw movies or Hostel or something gory and violent scary while others, such as myself, laughed through the entire movie. In my opinion Psychologically scary>In your face gore always. Bioshock is an equal mix of the two. For real horror go watch The Exorcist. Heck I even thought the old Twilight Zone TV shows were excellent.I agree on BioShock being creepy and atmospheric, plus there were a few moments where I got a bit startled, but it is not the least scary. Games like Condemned are much scarier.
I thought BioShock was pretty darn scary too.
You will be just walking along a deserted corridor, then suddenly some crazy zombieish chick will leap out of no where and smack you in the face with a wrench and you have to shoot her in the head. So it has that sort of, jump out of your skin/crap you pants scariness.
The screams of horror and insane, cackling laughter that echo from the background. And the constant "dripping" sounds all the time. Atmospheric scariness.
Some genuinely disturbing characters in the game imo as well. Psychological scariness, (crazy people freak me out).
I would definately call it scary.
