This is weird. I got a new M1530 from Dell a month ago, and it performed great when unplugged as long as battery settings were on 'high performance'. Now, the mobile performance is terrible. I can't even play Counterstrike: Source when mobile because of horrible framerates. My system is very capable of playing this game when plugged in (on high video settings too!), but it appears that something must have happened since I got the computer. I have 2.4Ghz core 2 duo, 4GB RAM, and Geforce 8600M GT 256MB GDDR3. What could be happening that would weaken my mobile performance?

Bad battery most likely. Could be a closed circuit problem.

Is the battery setting still on high performance. Cause from the sound of it either the cpu or gpu is going into power saving mode when unplugged.

There is an option in the Forceware/Catalyst (depending on what GPU you have) that controls performance on battery/plugged.
