Is an OS needed?
There you go $572 and trust me there's so much room for future upgrades you won't regret this build. Worth going over your budget. All from newegg.com

I'll just C&P from the other thread:
CPU/GPU:Athlon II 620 & 5770
Motherboard:ASRock 770
Memory:G.Skill Ripjaws DDR3 1600
PSU:Rosewill Green series 530W
(Free shipping with promo code EMCMNNX37)
Case:Cooler Master RC310
HDD:Samsung Spinpoint F3 500GB
Optical:LG DVD Burner
Total comes to: $587.93. Note that this comes with a faster CPU and a faster GPU. I also changed the case to something less "ugly".

That build is fine though I would go with the Nzxt case. Rosewill is a cheap brand. Even though the bezel is ugly the features make it a winner for a $30 case. Normally I wouldn't recommend XFX GPU's but the only known "bad batch" cards are from the 4890s. Still by the time you pay shipping, a 4860 will cost about the same.http://www.newegg.com/Product/Product.aspx?Item=N82E16814102866&Tpk=4860This sapphire card has an excellent aftermarket cooler, it's very similiar to the vapor x cooler used on their high end 4890 cards. I have a 4890 vapor x and I must say the cooler is much quieter and it keeps it very cool. I would recommend it.

Rosewill has actually been coming up in quality. They're worth buying for cases and PSUs as long as the part has the specs you want. I built my little brother a rig with a Rosewill case, and it's wasn't bad. Definitely not top-of-the-line, but not as bad as they used to be. They make a couple of high-efficiency PSUs with great amperage on the 12v rails now too.

That'a good to hear they are improving there quality standards. Still I stick with the Nzxt case b/c I like the features that it has. I could see using rosewill for a modest rig but if your building a top of a line rig a corsair, antec etc psu is preferred imo.My turn :D The NZXT case may be a little lacking in aesthetics, but it kicks that Rosewill case's a** in build quality and features.

I generally stay away from Rosewill PSU's, but I was surprised that their "Green" series has active PFC and an 80+ certification; both of which are a good indicator that they didn't go cheap on the internals.
