What i mean is :

First person / third person view

Free to explore ( not determined by quests )

[Optional] Have a LAN offline multiplayer

Lots of weapon & spell variety

3D !!

Lots of features

Well, basically i want it like an offline game.... So do you know what fits in these conditions ?

F:NV and Gothic 3 are Epic level free roaming games for me.

Divinity 2 not that great but still very, very fun.

Risen is good too, though much smaller in scale/complete map size.

however, none of the games I enjoy is totally purposeless free-roaming; quests are very important to each game, and you're not going to go everywhere with absolute freedom.

Avoid Two Worlds like the plague, anyone who recommends it is in the minority, trust me on that one. Saying that....you can pick it up for 50 cents online, you may even find someone to pay you to take it.

Two World's 2 looks promising though.

I second this game, but if you're wanting to run alright on Windows 7, you might want to look at the Gold Edition which includes the expansion, and then the community patch.

From the Elder Scrolls series, Daggerfall fits perfectly, truly epic. Perhaps a bit too dated for your liking, but it is free to download.

The Elder Scrolls III: Morrowind. However, it has some irritating bugs and is pretty fugly by early-3D standards, so if you want to play it I recommend checking out some modding guides. Fairly easy to mod, and 100% worth it IMO. I'm enjoying it a lot. Better than Oblivion.

Divinity II: The Dragon Knight Saga. Has both Ego Draconis and its expansion Flames of Vengeance. Underrated, overlooked little game.

Im going to go out on a lim here and say that you should check out X3:Terran Conflicthttp://www.youtube.com/watch?v=7d6KzJhKVLo. It really is the very definition of "having a massive world to explore" and "Not hindered by quests." The game literally is exactly what you make it. Want to be a Space pirate and get all your income from raiding trading vessels, smuggling illegal wares and avoiding the Police/Navy? You got it. Want to be a peaceful trader that only fight to defend its large cargo ships? Go ahead. Want to be a mercenary fighter that lived by the gun? Go ahead. Want to be a mix of these? Why not? Want to disrupt the game economy and make you one of the only suppliers of very important and must have resources in a large area? Give it a go.

It's a bit of an odd recommendation as its not "exactly" and RPG, but more of a Sim. Its a hell of a game though if you invest the time in it.
