The game also uses lots of really basic effects (wind, distant clouds on mountains, fog), which in turn gives the game a very stylized look.

For a game this complex, I am surprised they managed to script so many things without making it completely unplayable. Complain all you want, but unless you have done computer programming, you won't appreciate the amount of QA that was obviously put into this game. A few bugs are inevitable.
This game is beyond complex. The sheer amount of content that is on there is staggering. A game half the size is an achievement but this game just keeps going and going. And the world is absolutely massive but never feels empty (Despite what others say).
One complaint I have is that Bethesda suck at testing. Sure they nail the key core components but their games are always bugged as hell and it doesn't take a long play session to show them that need to be fixed. Which makes me think they just finished it off and sent it out without sitting people down to test it. Play it for an hour and you will get a bug.
Also they suck at optimisation. To go from 60+ outside on a mountain and slowly drop as I approach a village and then get to the 20's is horrid. Its the biggest thing they need to fix. I can live with bugs but a choppy ass game I can't.
But don't get me wrong I still adore the game lol
I don't really consider content to correlate to more complexity. From the standpoint of how many quests are in the game - yes, there are plenty, and you could consider the amount of writing and effort that went into it, but the overall experience comes off to me as shallow. Honestly I feel like Rockstar's Red Dead Redemption was much more impressive from an open-world sandbox standpoint.
