Getting 99-100% usage on cpu and gpu is good with a game which means the game is using almost all the resources available. Now your fps drops stutter can be caused by the GTX 650 not being strong enough or not enough vram for particular games. Also how much ram do you have?

Well this is kinda strange.

Your CPU is very powerful compared to your GPU (its a 384core Kepler) so this (100% CPU usage) is something that you rarely see.

So I am thinking that you might have malware in your PC.

Try the free Malwarebytes and scan your system (it will take some time) to check if you have any.

Test another game, something far easier to run, Fallout loves the power it gets and will use it all.

@TDuiker: It's okay for the CPU usage to be low when gaming as many games don't require much CPU power, but more GPU power. Unless your getting frame rate dips, it just doesn't need that extra CPU power. In Fallout 4, I get 50-70% CPU usage with 80-100% GPU usage (Kind of bottle-necking) with a Q9550 @ 3.4 GHz with a GTX 760.

Probably just optimization issues where it uses more resources than it needs too...

I would check for malware. The GPU usage should be as high as possible for you, but the CPU is far stronger and should have an easy job keeping the GTX650 busy.

This is abnormal 100% CPU usage!

You should clean your pc by disabling startup apps and also scheduled tasks.

Don't forget to look at non microsoft services at services.msc.See this for more tweaks: https://www.youtube.com/watch?v=izlp-WZTnLA
