For me it'd be The Sea Inside(only read up to the third line if you don't want to find out what happens in the end), if you haven't seen it go rent it, Javier Bardem does a fanastic job :P I nearly burst out crying toward the end, very sad.

I don't cry often, but one film that definitely got me close to crying was Pursuit of Happyness, specifically the bit when they have to sleep in some nasty bathroom. :(

A Walk to Remember (Just watched it a few nights ago)

La Vita e bella (If you don't cry watching this movie, you have no soul. My face was drenched by the end of this movie)

Forrest Gump ("Why don't you love me Jenny? I'm not a smart man, but I know what love is" )

Ohh, so many... It's a Wonderful Life, American History X, Schindler's List, The Pianist, The Wind That Shakes the Barley, Harry Potter 4, Harry Potter 5, Gangs of New York, Titanic, Soylent Green, My Dog Skip, Forrest Gump, Bambi, The Lion King, Star Trek II: The Wrath of Khan, etc. I am such a wimp when it comes to sad movies and books... I rarely ever cry in 'real life', but movies and books make me really emotional. :P

I was pretty close to crying during Schindlers List. Not only because of all the death, but because Schindler reminds me a lot of my grandpa.
