what is Contrast Ratio ?

Does it matter ? I wanna buy a TV

one of them is 15,000:1 Contrast Ratio

and the other one7000:1 Dynamic/1300:1 Static

I'm confused now

I think it's the ratio of light that comes out when light is let throught the screen (white) to when it's blocked (black). Higher is better.
