A list is kept of individuals who have asked for reinstatement. Essentially it is first come, first served. Anyone who has been banned in the past under the old ToU can request to be added to that list for review. The basic logic, as I understand it, is that if someone was banned for something that we would no longer consider a crime now, then they've basically served their time and will be allowed back. Again, that's how I understand the process to work.

I could be wrong, but personally I have noticed that things have settled down a little bit since the first initial burst of, "I can finally tell everyone what I've REALLY felt about them all these years" cleared everyone's systems. Sure there's still some trolling and namecalling and the like, but overall I haven't noticed things being THAT bad around here.
