Encourage people to pray!

Surely it will work because, as we all know, praying is what prevents murder, rape, assault, and similar crimes, all of which are influenced by a multitude of sociocultural and psychological factors. It's not like addressing the causes of those crimes is actually going to affect the crime rate.

Not necessarily. Instead we would having dueling and hookers. A return to ol'fashioned America, where I can gamble, shoot a guy, drink a lot, grow hemp, and sleep with hookers, before the Christians fvcked it all up. You see, Christians are the reason why crime is so high. They took the good stuff away.
