It would have to be 85k or up to even consider it in that area.

Cost of living and owning property mainly.

Even if you choose to live away from the city and commute then you have the hour plus each way to work where you wish you were dead and then you still have to deal with the people and traffic every week.

85 is pretty much doing charity. They really have to beg you to work there. Realistically 115-125 is more in line.

85k? They need someone with 3 years of experience (even if all doesn't need to be professional, but I am guessing atleast a year is required). Plus requirements are all over the place with proficiency in web development, NodeJS, PHP, Database design (both SQL and NoSQL) to the least and many more good to know skills, which I would say fairly requires 3-5 years of experience easily. Also they say they need a LAMP engineer but requirements is combo of both LAMP and MEAN so I am confused at this point, what stack are they currently using or are they migrating from PHP to NodeJS. But yeah considering most companies in Cali got for 100k+, I wouldn't move to San Fran for below $110k+.

You still could not live in the city on that. It is getting ridiculous, and people are fleeing the city making my area (north of SF) more expensive. I won't be able to live here much longer if the trend continues.
