Its BS, the first three Fatal Frame games on the PS2 and Xbox where published in North America and the PAL countries for a reason, because they had a fan base and one large enough for Tecmo to make the first and its two sequels for the market outside of Japan. If Nintendo a much bigger and richer company is to cheap and lazy to publish out of Japan then they should have never bothered taking the publish rights from Tecmo. If by keeping this a Tecmo only meant maybe coming out on the PS3 or 360 as opposed to the Wii then that's fine, because it at-least mean that western fans of Fatal Frame would get to play the next installment. For Nintendo especially NoA, if it isn't family friendly, a GC port, or casual mingame Wii titled fest they won't publish, just look at Monolith games like Disaster: Day of Crisis for Wii or Soma Bringer for DS.
Those are reasons why I haven't bought any Nintendo titles since the end on 2007, my respective Nintendo systems since that time have been getting nothing but third party games. This is also something you wont often hear for a Nintendo console, thank god for third parties especially for this year in 09, otherwise I would have nothing to play for my Wii and DS. Third parties are making the games I want and enjoy unless Nintendo proves otherwise or has a change of heart and published such games as mentioned above, Nintendo especially NoA is on my black list.
