I set this up earlier today and have had a few people asking me how, so here's a little guide for those who wish to do it.
On the iPhone
- Update your iPhone software to the latest update (removes internet tethering and adds wireless hotspot).
- Go into Settings > Wi-Fi and ensure you have Wi-Fi turned on
- Go into Settings > Personal Hotspot and turn it on
- Take note of your iPhone name and your Wi-Fi Password
On the 3DS
- Go into system settings > Internet Settings
- Select Connection Settings
- Select New Connection
- Select Manual Setup
- Select Search for Access Point
- Select the connection that matches your iPhone's name (see image above)
- Enter the security key (see image above)
- Click OK
- Test the connection and you should be good to go.
