Here are what I would call the "graphical elite" of the GBA...
Minish Cap
Aria of Sorrow
Metroid Fusion
Gunstar Super Heroes
Mario and Luigi Superstar Saga
Those are what I would consider to be the top five best looking games on the GBA. Minish Cap really had incredible production values. The graphics looked incredible as did the animations and it sounded damn great. Same with the other games on that list but nothing even compares to Minish Cap IMO.
Golden Sun is pretty incredible for GBA as is Minish Cap. Another one that hasn't been mentione is Driver 2. Not the best game in the universe but really impressive how well it compares to console versions. Driv3r looks even better based on YouTube videos but I've never played it personally.
The best graphics I've seen on the system are from a little-known gem called "Wade Hixton's Counter Punch." It was inspired by classic Punch-Out.

No ports really, REALLY limits this list. I mean it's a handheld system. That's kind of the point, to bring the home gaming experience to the palm of your hands.
