Why does a brand-new fame have mediocre graphics?

Also, some of the detail is horrible; Niagara Falls in the game is literally just a random waterfall.

Is it too difficult to put a play area that gig into a game without making it many terabytes in size?

Ubisoft already had a spectacular San Francisco setting they could have used, but the San Fran in this game is way smaller and less-detailed.

Not a good game. The driving physics and handling are even worse.

It's true that despite a good gameplay, the graphics aren't really good in 1080p. I wonder if the 4k graphics are much better.
