I have a rather high end gaming pc as well as a ps4, but im really debating which system to get it on, as i heard the pc port was rather bad. Any reasons to buy one over the other? Thanks!

Why on earth would you buy it on a Console if it is out on PC ? LOL why do you even own a Console ? #Pcmasterrace
I can not give advise as to which to buy specifically, but I can give input on the pc version.
First off the game runs "well enough" on most systems, although how well seems rather random. It controls nicely enough withi both kb/m and controller. The PC version does have access to cheat codes if that floats your boat, but I simply prefe Horror gameson a pc (closer to monitor, better set of headphones).
So the way I see it, it comes Down to the preference on where you prefer to play horror games.
Oh and so far I am find it fairly good. (6 hours in)
i don't think it's a spoiler: no matter, I played the game, but it was not what I imagined, the game has great mechanics, but the phases are completely nonsensical. and in my opinion the game is without making any sense at all! the game simply takes you places in place and you lose yourself completely, at least at the begin of the game. and i think that bethesda should be working in fallout 4 or an elder scrolls 6 with new mechanics and a bigger map. it will surely make the world an better place for any gamer :) and release it for xbox 360 please!
It's not a great port. You need a pertty beefy PC to play it reasonably, so if your PC isn't a pretty decent gaming rig then I might recommned the PS4 version. However, if that version is also having perf issues (I'm just hearing about that in this thread) then PC is the one that's more likely to get patched into a better state and sooner. If you have a great PC, then go PC.
Of course, personal preference about where and how you play are always a factor.

pc port is not bad, just people whine... a lot
I used the trick in the config file to unlock it to 60 fps and it runs great. Great game and i haven't found any other problems.
