penance is the hardest in the game really, the next strongest is nemesis/omega gold/subete wo koeshimono (diff name per version :|) i think...altho some of the dark aeons might be stronger actually, like dark anima :|...it's quite a job collecting all the creatures together to access him in the 1st place as it is tho...and the most annoying thing in the game to do is dodging 200 lightning bolts in a row just for the sake of getting the venus sigil >_>
