Why are the security pictures so small and grainy when logging in?

When I try to login it has some kind of "prove you're not a robot" security that has tiny, grainy pictures with unclear instructions. It will say "select all pictures of traffic lights" or "select all pictures with a crosswalk". Are you supposed to just do the light portion or the whole base of the traffic light? If there is a tiny piece of the crosswalk on a picture do you still select that?

Can't you have something that is clear and obvious for a person?
