I took one point off for character development, but given everything else this game has to offer (sky diving, many more areas to explore than past games, fun gun battles) it is easily overlooked. After playing for a little I found an elephant and destroyed a couple enemy camps. While kind of an easy way to take a camp being able to fight using an elephant sealed the 9 rating for me.
