While the game really is a huge pile of recycled content, it's all very well polished making it the best DR Game to date

Overall, I'm pleased with the game for how polished it is, I want to give it a 9.5/10 HOWEVER I cannot, I must give it a 9.0, simply because just how much of the game was recycled from Dead Rising 2.

Now, let's be fair about a few things. The Survivors, I wasn't really expecting them to be different, because regardless of it was Chuck or Frank there, it's going to have no impact of which Civilians(Survivors) just happen to be there at the time of the zombie out-break. I just wanted New & More Survivors, which there were, so I'm happy there.

But here is my main complain, even though near the end of the game there is some very much wanted & appreciated story twists, everything leading up to that, is BORDERLINE IDENTICAL..just some different dialog in the cut-scenes because of Frank.

To put it bluntly, if you've played Dead Rising 2, you've played Off the Record when it comes to the story for the most part, other then the ending, although the true end boss is borderline the same exact thing from Dead Rising 2.

Now, let's put wining on hold for now and let's look at the Plus's / Good sides.
The game over-all performance wise (FPS) is very noticeably higher, the game all-around runs & looks better.
Loading times are drastically reduced from the original Dead Rising 2
Boss Fights were greatly re-tuned so you can actually beat them all in your first play through, rather then some being so hard you can't beat them till you play through again and your higher level.
You will notice that survivors seem smarter then ever, they keep up with you pretty well and don't fuse much other then an occasional grapple, so I'm happy about that.
You now get the ability to "Dodge-Roll" at level 1, and you can now roll Forward, to the left, to your right, or do a little back jump backwards to give you more ways to move around on boss fights.

There are more little tweaks they made in OTR to make it an over-all better package then DR2, but I would have been more happy if it was a 30$ game, rather then 40$, or just a nice DLC to Dead Rising 2 for 15$

If your a die-hard Dead Rising fan, I'd still recommend this game to you because it's by far the most polished Dead Rising game to date IMO, however if your UN-sure about Dead Rising, or never have been to big on the game, at-least wait for a price drop, or rent it, before buying.
