Watch Dogs Legion Leaks Confirmed During Ubisoft E3 2019 Conference

Update: Without diving a great deal into specifics, Ubisoft has confirmed Watch Dogs Legion. A tweet on the official Watch Dogs account includes a brief video that might contain some teases, but more important is the accompanying message that confirms a reveal at E3. Notably, the message also reads, "God save the NPCs," perhaps confirming some of the details below concerning the ability to assume control of any character in the game world. We should know more in just a few days' time, as Ubisoft's press conference is scheduled for Monday, June 10.

Update 2: The conference is ongoing at the time of this writing, and Watch Dogs Legion has been revealed. It confirms what had leaked, including the fact that you can control numerous characters in the world. That's because the game has permadeath, forcing you to choose another inhabitant (with their own unique perks) after you bite the dust.

It appears another one of Ubisoft's big E3 2019 surprises has leaked before the big show. Following the accidental reveal of a roller derby game, Amazon UK posted a product page for Watch Dogs Legion, which is apparently set in London. The listing was originally spotted by and reported on by The Nerd Mag. The game's product description states that the game will riff on current events, and in particular the potential outcome for the city should Brexit come to pass.

"Watch Dogs Legion is set in a near-future, dystopian version of London. It's a post-Brexit world in which society, politics, and technology have changed and altered London's fortunes," it says.

The product description then gets a little odd and potentially suspect. It states, "London makes total sense for WD," which is a kind of phrasing we wouldn't expect from a major publisher. Additionally, the product description spells the word surveillance as "surveillce."

Something might be off with the product description, but the London setting had been rumored for many months already, while Kotaku's Jason Schreier reported today that Watch Dogs Legion is indeed the title of the game and London is its setting.

Perhaps the most interesting part of Watch Dogs Legion is who the main character is: anyone. The product description states, "Play as anyone, Every individual you meet in the open world, has a full set of animations, voice over, character traits and visuals that are generated & guided by gameplay systems."

Kotaku reports that it's also heard this about Watch Dogs 3, and that some parts of the game will play out different based on the civilian you choose to play. The system underpinning this is apparently very ambitious, so much so that it's led to at least one delay.

The first Watch Dogs was set in Chicago, with Watch Dogs 2 moving to San Francisco.

Watch Dogs Legion is not the first Ubisoft game to leak before E3 this year. A roller derby game called Roller Champions is also reportedly set for a reveal next week. Ubisoft's E3 press conference is scheduled for Monday, June 10; assuming both of these leaks are accurate, we'll likely be hearing about them during that stream.

Watch Dogs Legion and Roller Champions could be two of Ubisoft's three unannounced games scheduled to release between January and March 2020. Ubisoft didn't confirm any details for what the three games are, other than all three would be full-priced releases and all be different genres (a specific phrase used was "unique experiences").

There is no word yet as to when specifically Watch Dogs Legion will release or what platforms it'll be on. A spokesperson for Ubisoft told GameSpot that the company does not comment on rumors.

After WDs 2, I was really hoping for a customizable hero. I loved the main character from 2, but the game almost screamed the need for a "pick your own character" kind of adventure. Shame we have that in FC5 and not WDs.

Though if the tech for the character swap works well here, I could see it being great.

Good example, The Division 2 is probably the best made game of the year so far - but it's writing is practically non-existent. Such a shame to have that amazing set up for an original setting, use some of the best tech available, and have hardly any narrative.

But then... maybe that's part of the Division fantasy? sort of like joining the Alliance or Horde in WOW, you're A character trying to make a difference against some warring factions, and who cares about a narrative? :0

IMHO, the first Watch Dogs had a good story and good character development, but poor gameplay. The second Watch Dogs had good gameplay, fair-to-poor character development, and a poor story. Hopefully, Ubisoft will get it right with WD3.

I honestly haven't played through the second Watch Dogs yet, I have gotten about 20% through it. Started another new game out at the time and never got back to it. Maybe time to do so, as I like the sound of this 3rd one, especially since I live in the UK.

Looking forward to E3 and all the upcoming awesomeness - as long as there is something new to reveal lol :)

The phrase "play as an NPC" is a bit misleading, as a character ceases to be a Non Player Character once a Player is controlling it. I assume what they're saying is that there's a wide variety of playable character, including "everyman" types, rather than a single protagonist with a crafted story. This might even include some kind of procedural generation of characters.

I don't know if this will be as appealing to me as prior entries, if that is the case, as it sounds like a more MMO-ish experience rather than the character driven single player experience I enjoyed in the prior Watch Dogs title I played.

What is the "NPC meme" that several responses note? I'm unfamiliar with this beyond typical memes associated with Role Playing Games in which NPCs are relegated to quest givers without value and interaction is minimal, usually as a bit of humor about poor role playing on the part of player characters.

@izraal: NPC Wojak is a depiction of the MS Paint character Wojak with a blank stare and facial expression, named after non-player characters within video games. The character is meant to represent people who do not think for themselves or are incapable of having an internal monologue, bearing many similarities to the terms "basic" and "normie".

I've seen it used on Twitter and Youtube a bunch to troll idiots whose concrete opinion is entirely based upon the concrete opinion of others.

You make a great point, in that people who ascribe to "non conformist" modes of thinking are typically exemplifying the quintessential example of thought conformity, amusingly. If a number of shock-seekers have taken this on an as emblem collectively, it just illustrates the ubiquitous appeal of the illusion of personal uniqueness. It's extremely appealing to people to believe they carry a unique outlook on the world and approach to life that somehow sets them apart from the billions of others living in the world and the billions that have come before. Uniqueness of thought is the most common delusion, but one which ironically does make someone fit in with their peers, since it's such a widespread notion.

In reality, internal monologue itself is more largely a social and literary construct than anything neurologically real. Consciousness and 'choice' are more often than not after the fact rationalization of conditioning and chemical seeking patterns rather than any actual exercise of choice. Ironically one of the most unconventional paradigms someone can accept is that they're just like everyone else. We've been conditioned to value individualism, and to collectively value it in the exact same way. People tend to reject the notion that they're just like everyone else because they take it as a negative, robbing them of some perception of being special, instead of seeing it as a positive.

If nothing else the judgmental side of this should be concerning. A large collective of people thinking they are non conformist in thinking is nothing unusual, but the actual label of "NPC" on the Other, judging those who don't share the some worldview and beliefs as lacking humanity and rendering them non-persons, is a bad trend historically. It also disturbingly resembles a schizoid personality disorder illustrated in popular culture meme form.

Thinking that you are surrounded by "fake people" suggests a warped outlook and a well worn copy of Catcher in the Rye in your back pocket. I'm assuming the meme is largely used as hyperbole, but it's disturbing to think that the meme could have special appear to some edge cases who already struggle with un-diagnosed mental health issues and might take it to heart.

None of this is especially useful for our typical day to day social interactions, however, and has even less bearing on the discussion of a video game. In the context of a game, I still prefer a predefined character with a well written narrative arc.

@izraal: While I agree with your assessment of cognition and perceived uniqueness, I don't think it's judgmental as to that uniqueness. Rather it's a judgment of the recipient of the meme in regard to their inability to assess, perceive and interpret data accurately. The meme indicates that the individual has abrogated their understanding of the issue under discussion to a third-party and has indulged in faith based argument rather than one driven by available data or logic. An example of accurate usage for the meme would be a Climate-Denier, Holocaust-Denier or Flat-Earther.

It's political usage seems to be more a faith to faith based argument, and thus widely used by both sides as a mechanism to mock a lack of fundamental understanding.

The amusing thing regarding the political usage is that both lack understanding and are both entirely unaware of the fact. :)

Thus the argument that they are "fake people" is inaccurate, rather that they're real people who are too lazy to think for themselves. You are correct that the meme is hyperbole, and it's meant to mock the lack of thought (indicating that they're running their analysis on pre-determined datasets or "code") and is used in the hope that it might force a more engaged logical approach.

If people take that to heart, thats an issue for them, and the intent of the sender of the message. For anyone not comfortable with being vilified or insulted, the logical conclusion is that they're suffering far more from internal self-recriminations than any external force could apply. The only way an insult sticks is if there's doubt within the individual that the insult may be correct. If one feels that way about any insult they need to engage in some deep, solitary self-reflection after reading Epictetus and "Meditations" by Marcus Aurelius. Only then might they understand that self-reflection gives understanding that voids a fear of inadequacy. Rather inadequacy becomes an opportunity to improve or simply did not exist in the first place. (Thus the mockery is either justified as a motivation to improve or discarded as useless chatter).

Great to chat to someone who applies clear thought in their discourse (who knew that was possible on Gamespot). :)

Thank you for the clarity, I don't tend to stay up to date on meme culture, and those I become aware of are likely dated by the time I am aware of them. The distinction that the meme is not intended to be literally dehumanizing, but intended to mock poor judgment in processing information, leading to the formation of (perceived) false or foolish opinions and outlooks, does change things up a bit. "If your worldview differs from mine, you must be thinking like an NPC" carries a different tone from "If your worldview differs from mine you must not be a real, self-aware person." It has less to do with perceived uniqueness and personal identity than I had originally assumed, based on it being similar to "basic" and "normie."

That said, to an "outsider" unfamiliar with the evolution of the meme and its typical context for use, on its face it does appear to be dehumanizing, and even in its proper context that subtext is likely the real teeth of the insult. I don't disagree with any of your assessments regarding how people react to such insults, basic human reaction to perceived personal insult hasn't really changed in the internet age (although arguably, in consideration of anonymity and lack of legitimate personal stakes for the most part, perhaps it should). The rapid emergence of these memes, particularly insulting attack memes, does seem to be more a symptom of the internet age, however.

You make a good point - with that intention for the meme, both sides on a polarizing argument could usually use this MS Paint character as a mocking emblem of the other side. Symbols and slogans to describe ones own viewpoint group or the opposition have always emerged, but they seem to manifest much more quickly in this era, where previously it would take much longer for anything like that to permeate the cultural consciousness enough to become part of our "shared language."

If the statements in articles regarding the game were intended to reference this meme, it's still a questionable choice of phrasing, "Playing as an NPC," as for obvious reasons it would either be a thinly veiled insult to the players themselves, or it would remain a contradiction. We'll have to wait for the game itself to see how this is actually implemented, of course.

In any case, it's nice that you can read and learn some interesting things on a gaming site, even if on some occasions that requires venturing into the comment section. :)

I enjoyed the last one. Not saying the story was top notch, but the gameplay always kept me engaged. Always felt like i was getting one over on someone crooked.

Not sure how not having a main protagonist is going to work, but I guess you'll be powering up a collective instead and everyone in it has agency. I always get attached to my own avatar, though.

Remember people don’t buy or see gameplay when game comes out don’t pre order it because the game will be downgraded when comes out because Ubisoft should get done for false advertising.

I am not going to knock this as I do not know much details about the game and I am trying to figure out how can you play as an NPC? I will have to wait and see how this works out. It is still too early to tell what are the components of the game and how it will work. In any case I never pre order no how well the hype is and I also do not focus on pre order bonuses as they are just carrots.

Look, man! I adored Spec Ops: The Line and my favorite games of all time are MGSs. So, I have no problem with politics in videogames.

But, if you expect Ubisoft to take any political stance...prepare to be disappointed.

I still can't believe that a company based in France presented such a washed out version of the revolution. All they had to do was to pick up a book and follow its story.

No way. Not possible. Not buying it.

There's just no possible way that they can have a whole city of "characters" worth playing. I don't care if people have PCs so impressive they make NORAD look like a Commodore.

What this will likely turn into is a city where everyone has the same voice, the same animations, the same repetitive everything. Sure, you might be able to whoosh into anyone and "be" them, but I have a feeling that's gonna get really repetitive, boringly repetitive, very quickly.

Tbh I was really hoping for created characters, like Saints Row. But I guess it'll be like choosing from a preset.

Also I really wanted there to be full on parkour, like AC Unity. But if we play as random people I guess that won't be the case.

Well let's see. So far I find London interesting.

The word “ambitious” seems to be becoming a term synonymous with games that lately have missed the mark or not fully delivered on the promises initially offered.

Personally, I’m not holding my breath that this latest entry in the Watch Dogs franchise will deliver on that promise but y’never know. Ubisoft could blow us all away.

@videogameninja: The problem is our definition of "ambitious" is entirely different from those who make the games. For a dev, using some new tech we haven't heard about is ambitious. Even if the game sucks...hey, they managed to get this new tech to work. For a marketing exec, finding a new way to nickel and dime us is ambitious. So long as it's profitable...progress!
