Fallout 3 No Longer Banned in Germany - Report

The game was de-listed because "its content is no longer classified as harmful to minors from today's perspective."

Bethesda's 2008 role-playing game Fallout 3 launched in Germany edited to show less violence than the versions of the game for North America and other parts of the world. The game was listed with Germany's Federal Department for Media Harmful to Minors, apparently effectively blocking it from sale in the country. Now, the publisher has appealed to the government organization to reconsider their ruling, and according to IGN Germany (via IGN Middle-East), the group voted to unban the game.

According to the report, this was a seriously involved process that included "detailed application letters, costs of up to several thousand Euros, and scrutiny from a 'Big Council' of 12 delegates made of German community organizations, State Assessors, and Department of Media Harmful to Minors Group Members."

The Department of Media Harmful to Minors explained that Fallout 3 was removed from the list because "its content is no longer classified as harmful to minors from today's perspective."

Asked for further comment, a Bethesda representative told GameSpot: "Recall that the German release had lower violence. Not related to anything other than our German office asking them to reconsider their original ruling, particularly in light of the recent release of Fallout 4."

Perhaps more interestingly, Bethesda told IGN Germany that it will have more news to share regarding Fallout 3's de-listing in Germany "in a couple of weeks."

Bethesda petitioned the German government to de-list Fallout 3 three years before the end of the regular ten-year sentence, according to the report, suggesting the company has some kind of further plans. None of this is confirmed however. We will have more on this story as information becomes available.

Fallout 3 is not the first high-profile game to be banned or edited in Germany. Most recently, in the German version of Wolfenstein: The New Order, Nazis are called "The Regime" and no Swastikas are shown. It's also not the first time Bethesda has successfully won an appeal to have a game unbanned, as the German government lifted its ban on Doom in 2011 after 17 years.

In other Fallout news, Bethesda has announced Fallout 4's three expansions. One of these, Far Harbor, is set in a post-apocalyptic version of Maine's Bar Harbor and is the largest landmass Bethesda has ever made for an add-on.

When i bought orange box, it was epic. I got it as a gift from some site i think. Only now i know, that it was probably ment for german market, becouse i found (after i think 1-3 months of playing it) that my TF 2 version is censored. No blood and gore, but toys and green stuff. At first, i thought its the game design, but then i saw videos on youtube.

Quite funny really. Luckily, if you write on steam support that your version is censored, but your country is ok with uncut version, they will change it for you. And so i did. Good guy Gaben

Still, censoring stuff, whatever it is...not cool.

lol censorship is real in countries like Germany and Australia, you can't censor content in the US it just has to have warnings or be properly labled

Enjoy German gamers, Fallout 3 is one of best games ever, better than 4 in my view because the need not to babysit settlers every time you turn around distracting you from your adventuring. I think the Super mutants and ghouls looked better in 3 too. The redrawn ones for 4 look, well not as good. You could just look at them in 3 and know which one you were up against.

thats kinda sad, fallout 3 is still one of the best games for replay-ability. I cannot tell people how many times i played that game with some type of ridiculous handicap i created, trying to play the game with just the rock-it launcher or deathclaw gauntlet is some of the most fun iv played.

I didnt knew it was banned. I bought the game on Amazon and all of DLC over the XBL marketplace.

All i know is that in the german version you couldnt rip appart the extremities(arms and legs) from enemies and bodies aswell no brutal headshots with ragdoll or flying heads around.

Other than that ,the game is contentwise 100% the same.

I am embarrassed by this. I do like it here, a lot, but this shameful censorship does not belong in the 21st century. This goes 2x for the Wolfenstein sequels... as kids, we'd simply have pirated versions of Wolf3d and Doom and so on but now I can't buy A New Order without having people editing out content. Feels like I live in North Korea.

But again, It's their perspective. We've been importing games from other countries when this happens, so no big deal.

@Warlord_Irochi: I wouldn't say it contradicts my statement so much as it calls into question that policy's method of enforcement and effectiveness in Germany.

I think it's a dumb policy and a limitation on freedom of speech, which will always be subjectively applied.

@Richardthe3rd: One thing is the topic of a society maturing, another is to which extend it's effective or not. Being able to import is part of the law too; if it's for your own personal use and you are an adult, you can import it, just make sure you down show it's contents on public.

Wouldn't the problem be that a game with a rating barring minors from playing it(With minors obtaining it) be more of a problem than the content of the game itself? Anyway for the past few years it has been how can you even enforce this game not being bought and sold in your country?

@locke90: I never said Fallout 3 wasn't released in Australia. I was implying with my link that an 18+ rating doesn't mean much in the context of censorship and the outright banning of a game. I'll elaborate.

The Australian government forces bans and effectively censorships on game companies, so free speech, artistic expression, etc. is compromised. As an counterexample to this in the United States games, (except briefly "The Guy Game" for classification purposes due to pornographic content), are not banned, or censored by the government, or any entity other than the creators of the game, IP owners, publishers, etc.

If the game company wants to censor or change the game to appeal to an American audience, (like the creators of the most recent Fire Emblem did), it's their choice. If you can find another example of the US government censoring or banning a game besides "The Guy Game", then great.

In answer to your question: No, I'm not incredibly stupid. You on the other hand appear to have a lot of growing up to do. However, if the "90" on your username is a reference to your birth year and you're in your mid-twenties, then I would guess that there's little hope of that.

@locke90: Do you not remember the controversy around Fallout 3? They had to modify the game because Australia's board refused to rate it, meaning the game would've been illegal.

Modifying a game for the world because of one country's review board is fairly significant.
