Free to play? Yes. Free to win? No. Pay to win? Yes.
You get free basic weapons: pistol, low fire rate assault rifle, and a katana sword. They are fairly low damage compared to the weapons you can buy with platinum credits (requires real money purchase). They structure the game, so you will be forced to buy them after a certain level. There are ways to get a free weapon by buying a blue print with your given credits (doesn't require you to spend your platinum). They require material to craft and the worst part is some materials are found later in the game so buying blueprints now is pretty useless when you're a low level. By the time, I can craft one of the weapon blueprint, it would probably be useless by then, and then forcing me to buy platinum credits as in spend real money to buy better weapons for my level.
