Great Attempt but game lacks replay value.
I Have Loved Beat-em-up games since the old Final Fight/Double Dragon days and the Genre has had a lot of problems making a comeback because of the demand for 3D Environments. Some how in the Translation of Converting the Genre from Side Scrolling cartoon animation to 3D Model Graphics gameplay it got lost. Urban Reign is a great attempt to bring this Genre Back and I had a lot of fun Playing it but the reason I will not buy it is replay Value. Sure you can Unlock Martial Law and Paul Phoenix but what else is there?
My Biggest beed with the game is when you fight "The Big guys". There is a guy in there named Napalm 88 and another called err.... I dunno some *** wrestling dude. These guys cheeeeeeeeeeeeeeeeeeze the heck out of you. It took me 20 minutes to beat these guys WITH Gameshark codes (There was no other option). When the enemies start Tag Teaming you it gets downright frustrating.
In Conclusion I did find the game fun but only as far as the ending & Unlocking Law and Phoenix. After that it was Back to Blockbuster with it.
