"Resident Evil 2 is one of the most entertaining games I've ever played...so I'm giving it an 8.9"?

What is Gamespot thinking? They're calling it one of the most entertaining games of all time--which is true--then only giving it an 8.9. Does that mean that they'll only give a 10 to one game? If you call it "one of the most entertaining games", it should get an Editor's Choice score, which is 9.0 and above. Giving it an 8.9 means that they feel it's an exceptional game, but doesn't deserve Editor's Choice. ??? I don't get it. My actual score is 9.75, and the only reason that I don't give it a 10 is because it's a little short. It does however have 4 different ways to play through it, not including the Hunk and Tofu mode. One of the greatest games ever made. There is no other game that I have played through more than this one. It almost never gets old. This is undoutedly one of the greatest games of all time.
