Puzzle Agent has some flaws, but for price of 9.99$ it's not a bad deal.
1. Puzzles. Overall, I found puzzles to be too easy, and some even trivial. There were few that got me stumped but that's mostly due to poor or incomplete directions. In one case, expected solution didn't satisfy objectives given in directions.
2. Story. It was good enough to keep me interested originally but towards the end it started to break apart. You slowly work your way to figuring out what happened and just when you think you'll get some answers the game cuts it short. You never get any explanation why characters acted the way they did. Maybe it's just poor story telling or maybe the idea is to pick it up in next episodes.
3. Graphic/ animation. Very simplistic, but then you don't expect more from puzzle game.
Overall: Fair value for 10 bucks.
