I think there are IPs that Microsoft could resurrect or revamp given the right team, they could cross over between PC/X1. Or they could use the studios they own to make new IPs. Take risks, there will be flops like Sea of Thieves but they will continue to suck unless they give people what they want, I think gamers appreciate risk.

Conquer's Bad Fur Day in 4k
Microsoft Flight Simulator I think is still being made but we don't hear much about it
Age of Empires games
Halo Wars 3
Pay rights to essentially dead IPs like the Mechwarrior series, with enough money the companies would resurrect the IPs
A company like Playful Corps is exclusive to Microsoft, why are they focusing on what appears to be kids games only? Get them working on some more adult games, they made the fun Super Lucky's Tale. Now go after something more 18+
Drop that damn Kinect and screw VR, focus on strong single player games first, no all in one entertainment, it is a gaming console
As much as it can suck, for multiplats make awesome exclusive Microsoft only characters for games, get Master Chief in Mortal Kombat or Soul Caliber
We know people want it, chuck a ton of money at Warner Bros, for Shaggy in Mortal Kombat, you want them to buy your version, do stuff like that!
Try and go after a Monkey Island game exclusive to the Xbox!
In my opinion Microsoft just doesn't care and I could see the continue decline of future Xbox generations if they can't get it together.
