I can't thing of anything off the top of my head that meets all your criteria, but a few that meet most.
Kingdoms of Amalur: Reconing is pretty new but if your system can run Skyrim, it should work. Has a great art style and lots of beautiful scenery without being too technically advanced. The combat system is closer to Zelda than a typical rpg and each weapon type plays quite differently. There are a lot of options when it comes to building up skills, and new abilities open up to you at a good pace.
oh.. I like typical android rpg.. Seeds3, zenonia series, inotia series. u know sort of games that really mean classic rpg. kinda give me skill point after I level up by getting exp by killing enemies. 3 skill point and 1 magic point each level as example. I can develop DEX, INT etc using skill point (u already can guess what I am thinking.) By the way, I already heard diabo series are one of the great PC game series. Do it have class selection? Like I can choose class from Knight, assassin, priest, archer etc?
