If you are playing against Germans, they will get tanks sooner then you as their "motor pool" can build Stug tanks. You will indeed need AT guns. Also, your shermans are way inferior to Panzers and Panther tanks (which the germans will eventually build) so at that point build the M10, which willl certainly help you out.
Probably M. But since when are ratings really important? Most of the sales people in shops don't check anyway. And otherwise you could ask your parents to get it or order it online.
