Its not totally out of the question this is MS after all they do weird things like 1 billion for minecraft out the blue ... If Xbox pitches something and MS says ok go get it then the $$$ figure isn't the worry ... From what phil has said MS has ok'd them to expand its first party by buying/creating devs

Phil Spencer has said he is looking to grow the first party side of xbox ... directly mentioned buying / creating devs ... also said our $$$ has been inconsistent and 1 of his job has been to grow the creative side of Xbox as its important for Xbox ... And mentions when he was sipping out of the gears of war glass every morning and how profitable xbox's first party was
