I searched a lil' bit and the character 'Regina' sort of reminds me of something, however it still doesn't convince me.

I played it on PC however it might have been a PS1 game aswell as a family friend installed it on the PC (speaking of 2000s).

Yes it is incredibly similiar, the gameplay is basically the same.

However, I'm not sure if it's the actual one - are there more games with the same gameplay?

Hey, I played this game in 2000's on pc.

It is a fighting game,the arena is a huge box, you can move freely in that box

One of the characters uses fire and another uses ice. And other throws cards.
