Bullcrap. Stop generalizing every cop in America as some evil, lazy entity out to get your sister and all young drivers everywhere. They are doing their JOB aka policing the roads and deterring people like your sister from speeding. Not every cop is corrupt and I have never experienced a cop letting someone off easy because it's his friend. Now you're just drawing weak excuses and arguments. How old are you?
