For starters, Square Enix isn't redoing the lip synching because dual audio won't be available on the game. They are redoing it because in this day and age, any game looks old and sub-par if ya didn't.
I don't think that this outrage is because Square Enix isn't including dual audio, but rather because they won't admit the reason why. Hell even in a taped interview up on Gametrailers from a few weeks ago, the main producer said one of the reasons they weren't including it is because they didn't want any real difference between the 2 NA versions, and that the game would start getting real expensive from a manufacturing stand point if you put it on even more discs.
In all honesty, it is their attitude in saying that the game going multiplatform didn't hinder its development in anyway is the real root of all this outrage. Everyone knows it did, and features such as this one being cut so that both versions are the 'same' begs what other design decisions or graphical features had to be cut or limited so that it could be equal on both platforms.
